1 The GEF's mandate and structure

The GEF is an independent financial mechanism that operates in partnership with 18 agencies, such as the World Bank, the United Nations Development Programme, and the World Wildlife Fund. The GEF provides grants and co-financing for projects that address six focal areas: biodiversity, climate change, land degradation, international waters, chemicals and waste, and forest management. The GEF also supports the implementation of several multilateral environmental agreements, such as the Convention on Biological Diversity, the United Nations Framework Convention on Climate Change, and the Stockholm Convention on Persistent Organic Pollutants. The GEF's governing body is the GEF Council, which consists of 32 members representing different regions and constituencies. The GEF Secretariat, based in Washington DC, oversees the daily operations and coordination of the GEF.

2 The GEF's project cycle and criteria

The GEF's project cycle consists of several stages, from identification and preparation to approval and implementation. The GEF uses a two-step process for project approval, which involves a concept stage and a full proposal stage. The concept stage is where the GEF Secretariat and the relevant agency screen and endorse the project idea, based on its alignment with the GEF's strategic priorities, focal areas, and operational policies. The full proposal stage is where the project details, budget, and co-financing are finalized and submitted to the GEF Council or CEO for approval. The GEF applies a set of criteria to assess the quality and feasibility of the projects, such as global environmental benefits, innovation, sustainability, stakeholder involvement, gender equality, and monitoring and evaluation.

3 The GEF's results and impact

The GEF has supported over 5,000 projects in more than 170 countries, with a total funding of over $21 billion and a co-financing of over $114 billion. The GEF's projects have generated significant results and impact in terms of environmental conservation, climate change mitigation and adaptation, natural resource management, livelihood improvement, and capacity building. For example, the GEF has helped protect over 860 million hectares of land and marine ecosystems, reduce over 2.7 billion tons of greenhouse gas emissions, phase out over 30,000 tons of ozone-depleting substances, and improve the management of 40 transboundary river basins and 15 large marine ecosystems. The GEF has also contributed to enhancing the knowledge, skills, and institutions of the countries and communities that participate in its projects.

I like to see a section that explains how GEF ensures sustainability of its environmental projects with examples. Many of the GEF projects are implemented in developing countries or least developed countries that have faced economic, political, and technical deficiencies that has caused the environmental issues in the first place. So the sustainability of the GEF funded projects in those poorly resourced and volatile contexts becomes paramount to long term success of the GEF's objectives eg. Climate change mitigation/adaptation.
