Any government entity is jot just concerned with the variance detection but the CUASE of it. Officers and those incharge keep changing and hence going to the root cause is important thereby analysing the impact In my experience the causes are often linked to some major change both internal and external. Internal - Change of officer, change of policy, new product, new vendor etc External - Change in law, policy or regulations, Economic changes, Consultants change etc
