Tools are important, but so are statistics. 80% of IT slowdown is caused by IO latency...Try hiring a professional, who understands performance and performance metrics. If you do this on your own, you will be impeded by Internal bias.

In a custom software environment and particularly in a multi service (e.g. micro service) environment you need a strong APM tool with tracing support to be able to understand your performance metrics. The users are the ones experiencing performance degradation first, but with many layers of services identifying the root cause can be very challenging. I have operated several environment with APM tools such as Datadog, and implemented correctly they can make this process very simple and allow developers themselves to quickly find the bottlenecks. It also allows you to proactively alert on performance issues so that action can be taken early on. (Just be aware, these are products with complex pricing, and may or may not be very expensive)
