The way that can be done at the beginning is to emphasize the objectives, and then discuss them together. After that, you can do the priority order of important work first, then evaluate and make decisions.

Normally i advise project managers to plan in this ratio by cutting the 100% task cake into these 4 phases / pieces. in this ration 35:25:30:10 So that during the last phase of the project you literally should have lesser weight to balance and go live with the project.
