Analysis is the key. If the last minute changes are not high priority and impact on the business process, then it can be always take as a CR after first go live.

Let bring out real life use case. When doing products, we apply GitFlow. We have many branches and rules that apply to them. The release branches have "frozen" rules that won't accept normal PR/MR any more. and stay in test stage for 2 weeks. Only the hot fix, that changes are critical for the project's success, can do merge. So just set the rules clear from the very start. Any action you take can have pros/cons so make sure they understand the trade-offs

The guideline should be that extraordinary actions are reserved for extraordinary situations. We aim to maintain flexibility to avoid being constrained by a rigid system, but that flexibility should not be self-detrimental.

If you doing outsourcing, only do if you have Jira ticket / official email with the PIC on it. Follow the ITSM so you can document all the changes, and this will help trace back to get everything related to it. Again, get to know what's ITSM and follow it, people spend years to make it so we can save so much time and avoid problems
