The impacts for equipped vehicles are clearly defined here however if the goal is to improve safety then slightly odd behaviour ( like changing to avoid a pothole that has been identified in the system but the person behind has a non equipped vehicle) itself acts as a warning as happens today. The text is fine but on general maybe less concerning than a fast accident avoidance maneuver, which in itself may still avoid at least some of the severity and buy distance for a non equipped vehicle. All these comments relate to equipped and not equipped vehicles.

Specifically it is possible to sensitize the system, this should be no more impactful than normal operation of the system. It is not clear that the last statement is really of a magnitude to be called out in a limited article as it gives the impression this is a bigger issue than it foreseeably is. It would be good to see this run in a simulation.
