Since there could be a wide range of peers (Testers, Developers, SMEs, Product Managers, Scrum Masters, etc.) that may see your bug write up, it's best to write it with everyone in mind. That being said, write it as you would the test steps. The idea is to write the bug so that anyone even without previous knowledge or familiarity can follow and reproduce your steps to finding the issue. More is always better than less and a well written bug writeup is apparent when no-one comes back to you with any questions as to the content.
