I totally agree with doing an initial assessment to know where the gaps and how big they are — in the company policies and procedures, the tools and methodologies used in developing the product, and the skills and knowledge of the team related to security and privacy implementations. What I found helpful is that for the organization to have that overarching security policy that will govern and guide the software development process.

Once you have a clear picture of your current state, you need to define your desired state. What are your security and privacy goals and objectives for your software development project? How do they align with your business strategy, customer expectations, and regulatory requirements? How will you measure and monitor your progress and performance? Here's the problem: expecting all your developers to be "security experts". It's just not feasible. Instead, there should be (at least) one person that is an expert on application security and reviews and works with the development teams to ensure standards are met. The other alternative is to get your developers to some 3rd party training that they won't care about and is SO high level it has no practical bearing. I mean, that's what everyone else is doing....

It is crucial to know where your customers are and thus what privacy laws apply. Also know how those laws might be changing so that can be designed in. Privacy By Design is now an ISO standard - it is far better to design privacy in from the start rather than add it later. Depending on the business and the application, one may decide to not provide their product in certain jurisdictions becasue of the compliance difficulties and costs.
