In my experience, a small, hard bristle brush works well to clear sanding debris from the paper when needing to dry-sand. Ideally, you will find a soft metal bristle like brass. It will clean the paper without dulling it.

Wet-or-Dry Sandpaper. Depending on the plastic, (be careful with PLA) I sand it under running water to keep it cool as well as keeping the paper unclogged. Keeping it wet also helps keep the dust out of your lungs and eyes. I use Car-headlight lens-restorer (the kind for Yellowed headlights) or very fine-grit Bowling Ball polish (~2500-3000 grit) to get extremely squeeky, smooth, glossy finishes. Linseed oil works great on plastics that oxidize easily and may to improve tolerance for UV light exposure somewhat for some resins.
