A HUGE piece missing here is the selection between SCORM 1.2 (pass/fail) and SCORM 2004 (question item level reporting). The selections depends on targeted evaluation metrics and the LMS capability. Believe it or not there are LMSs that do not support SCORM 2004 and this can mean completion issues for courses that are media heavy because of SCORM 1.2 suspension data limits.

In my experience SCORM cloud was a great tool that provided very intuitive and detailed reporting and charts that I could share with my manager. It was also a great tool when researching credit issues, because it allowed me to see how many times they logged in, and out, total time in the event, etc.

Watershed is a Learning Record Store (LRS) and nothing to do with SCORM. xAPI is a separate standard which is not SCORM and it requires the use of an LRS. The reality is most LMS solutions provide standard aka canned reports and designers would need to report out to an Excel or CSV file to use tools like Excel, Tableau or Power BI for data visualization.
