2 Follow the waste hierarchy

Prevention means avoiding or reducing the generation of waste in the first place, by using efficient and non-invasive techniques, such as geophysical surveys or direct-push technology. An important part of waste management is recognizing which wastes can be avoided entirely by using a less harmful and typically more easily disposed of item in its place. If a project cannot avoid creating hard to dispise of wastes, then the recognition of which waste will need to be disposed of and how, prior to bringing those wastes on site is critical to project planning.

3 Comply with the regulations and standards

Waste and material management during site inspection must comply with the relevant regulations and standards, both at the federal and state levels. These regulations and standards may vary depending on the type, quantity, and location of waste and material, as well as the potential environmental impacts. For example, the Resource Conservation and Recovery Act (RCRA) regulates the generation, transportation, treatment, storage, and disposal of hazardous waste. The Clean Water Act (CWA) regulates the discharge of pollutants into surface waters. The Safe Drinking Water Act (SDWA) regulates the injection of fluids into underground sources of drinking water. A waste and material management plan is a document that outlines the objectives, procedures, responsibilities, and records for waste and material management during site inspection. A waste and material management plan should include the following elements: a waste and material inventory, a waste and material classification, a waste and material handling and storage, a waste and material transportation and disposal, a waste and material tracking and documentation, and a waste and material auditing and reporting.
