Are they willing to fix non-monetary issues you have?

Some points to consider: 1. Can you push for more responsibilities without presenting an external offer? If possible, approach this angle first. 2. Would a higher salary address the primary reasons you contemplated leaving? If not, a counter-offer may merely delay your eventual decision to move on. 3. Could a counter-offer strain relationships with your superiors or peers? Determine if the potential pros & cons. 4. If a salary increase is truly what you're looking for, discuss openly with your boss prior to embarking on a comprehensive job search. There's no shame in wanting to move on to better opportunities. Just be careful on how you present your case as leaving in good terms can be beneficial for future professional references.
