You need to update the landscape by capturing changing packages, in-house products, tools, on-cloud services, and third-party services. A new technology initiative will touch upon the existing landscape. To-Be needs to be envisioned by changing the existing one with the latest tech stack as per the initiative. The change from As-Is to To-Be can be phase-wise. At each phase, you need to track where you are in the roadmap and update the landscape. During the implementation, it is important to check if the business value is realized per the business case. Any change in the goals or business drivers might impact the upcoming phases planning

Don't forget tech debt and security! One of the companies I consulted with (in FinTech with banking clients) needed new features added, but the problem was that the existing code was insecure and convoluted. So along with listing out needed features to support the larger banks they were targeting, we also listed out problematic areas and necessary security updates.
