I have seen the problem of elevated privilege requests handled different ways in different companies. I have seen several examples of users who were made local administrators on their machine who created problems that we later had to go back and fix, particularly when it came to the users installing software on the machines in question. If it can be managed in such a way as to limit the time the user has admin rights and limit the things that they can do under those rights. then it can probably be done safely. If it can't be done in such a way, then I would recommend not allowing the end users to have admin privileges at all, ever.
