For federal and state grants, there will be guidelines and specific requirements contained in the Notices of Funding Opportunities which can and should serve as your baseline in addressing in your applications the plans for preserving data and responding to actual or potential breaches. Most important as you draft the application is to confer with those who will be responsible for managing the grant should the application be successful to be certain that they can handle the policies and processes you are describing and have the software and hardware you are citing. It is also of value in conferring with the grant management team to make them aware of what the federal or state agency is requiring to be sure they will be prepared.
