Technical feasibility, financial viability, environment friendly and social befitting, and legal viability etc. The selection criteria to be more with objective measurements and less subjective judgements.

Maybe I am too simple-minded, but I would just evaluate the project and not the people. In other words, like I and everyone I know always have done. Juran stated, “A project is a problem scheduled for solution.” We have a current state and a future state, and the project is designed to shift us from problem to solution. Evaluation of a project has to start with data or the evidence of the current state or problem. Without that evidence base, it's difficult to evaluate if a project's purpose (change, effects-the solution) has been achieved if you don't know where you started from. You can evaluate the people, processes, technology & other elements along the way but ultimately the evaluation has to focus on the achievement of the future state - the solution.
