How do you ensure flight control systems are stable and perform well?

As an example, a tail length will determine pitch stability, but so will adding cannards, or a different airfoil on the wing.

I have my own experience that the Flight Controls of any aircraft or Specially Helicopter needs more accurate and effective diagnostics as the if God forbid Engine is lost Aircraft can glide or helicopter can have autorotation, but if flight controls fails Engine can not stabilize the Aircraft or Helicopter.
