Our systems do not allow for 'on the fly' spending in order to generate a Purchase Order a project must be assigned to that spending, and if the budgets on the project have already been met, then a project change must be entered at the estimate level in order to open up additional line items to use for the PO. I've found that this causes everyone to stop and think if this purchase is redundant or if it is a potential cost change for the client and start that discussion.
