The simpler the data, the better. Sometimes we think of a problem with multiple variables, and it can be reduced to simpler problems by isolating the variables. I also agree with this summary that, whenever possible, using secondary resources to supplement your claims is beneficial and can drastically improve your speed in providing results and reduce costs spent on data collection and data cleaning.

Summarize what you know already and do review what is already out there so that you can narrow it down to the gaps in your knowledge and qualify whether this can be answered with quantitative data.

In my experience as a PhD and Quantitative Research, finding the Question that generates differential value is a process. Nobody ends up investigating the original question. Make yourself a table where you have possible questions about the solutions that add value (to the industry or to the theory). Then "ask the question" to further refine what you are looking for.

Once you have identified what your data should answer, then you need to think about what is the best way to get the data through collecting existing data to deploying new research studies. List the pros and cons of each approach as no research methodology is 100% perfect. Be aware of the biases and the limitations of each research methods. A combination of different types of research such as secondary, survey, observations is usually recommended.
