The amount of use by employees is a key piece in developing a training and exercise program. Local agencies may find more opportunity to utilize an EMIS system, where a state or federal entity may only use the system during larger events, once or twice per year. By including an exercise portion in the training plan, employees and other outside entities with access can become more familiar with the program and have the capacity to maximize the usefulness of the EMIS.

One thing for all EMIS systems is an "idiot proof" bullet point list for novice responders. This has to be available on site. EMIS personnel supervisor and support frequently get "stuck" away from the system. Bullet points relate to pages in a how to "trouble shoot" and instructions on the system for untrained staff.
