One of the tools I prefer to use is to have a clean landscape as comprehensive as possible and then build a relationship on how information flows, upstream to downstream systems with potentially interfaces and dependency, this may help clearly identify cross functional team impact points and potentially staffing needs that could be evaluated and aligned upfront.
