In my experience, it’s most effective when you have multiple portfolios. Ideally, you would send the portfolio materials that best suit the role you’re seeking to give the casting director a better idea of your ability to perform roles similar to the character in their project as opposed to sending them materials in an effort to prove to them that you can act.

Your reel should be edited professionally and have clear audio and video quality. Your reel should also have a title card with your name and contact information at the beginning and end.
I agree, but it should also effectively convey your voice as an actor. It’s wide knowledge that most reels aren’t watched past the first minute or two, simply because they know what they’re looking for. If the basic skill is there, it’s easily identifiable.

Depending on your career focus, you can also have different reels for comedy and drama. It's important to note that your name, agent, and other details should be placed on the last slide. Since a casting director may decide whether to cast you in the first 10 seconds of viewing your reel, it's important to start with a strong clip that opens on you. Your reel should have a clear beginning, middle, and end, much like a screenplay, to keep the flow going and hold the casting director's, agent's, or producer's attention.
Choosing the best scenes for your TV actor reel can be challenging, but there are some guidelines to follow. First, choose scenes that are relevant to the type of TV shows you want to audition for. It’s always been my experience that having multiple reels is the best practice. Rather than separating by genre, focus on character type and allow them to see range and versatility through genre. For example, if you can play a doctor, develop a reel full of you playing a medical professionals and bounce from comedy to drama to suspense, and so on; This way they will be able to see the layers you have the ability to add to the character, and it becomes a much more compelling reason to give you an audition.

You can also use a smartphone or a webcam, but make sure the quality is good. You can either write your own scripts or use existing ones from online sources. You can also collaborate with other actors and filmmakers who are in the same situation as you. The key is to make your scenes look as realistic and professional as possible.
Personally, the way I did it was through two methods: Classes and short films. Acting classes are full of people who also produce, direct, or maybe even did some work on set as an assistant. They will rally with you to put together scenes if you ask them nicely! Secondly, there are tons of short films being produced by students and amateur filmmakers. They generally do not pay, but they will give you credit, some food, and a copy of the film for you to cut up any way you’d like and use in your reels! Both methods are great and especially if you’re starting out, you’ll need as much material as possible, so I’d highly recommend doing both of them.

With that being said, if you’re doing a short film, many times you can just ask and the person editing the film will do it for you for free if you’re nice about it. Otherwise, there are videos all over the internet that will teach you to do anything you need to do for free, you just have to put in the work and find them! Make sure the clips you’re showing are quality and refrain from including extra work or any non speaking roles.

You can also send them to agents, managers, and casting directors via email or social media. I agree, but the most important thing you could do next is find an agent. You’d have to believe that agents see more casting calls, more submissions, and more of your competition than anyone (shy of the casting directors) So, find an agent! They’re the sales person of your brand, make their job as easy as humanly possible first, then take the materials and self promote. Lastly, learn how to network! People constantly find others who can help them, and then beg them to help. Set yourself apart! Find out first how you could add some value to their career, then have a conversation about yours!
