Unity3D ARFoundation is a great start for C# developers because is Cross-Platform and has good documentation. For Web developers, Model-Viewer is a good choice because it is an easy start.

To start creating AR with little knowledge, I'd recommend Lens Studio by Snapchat and Spark AR by Meta. For WebAR, a great tool is 8th Wall. All of them have templates that can be reverse-engineered to understand how they were built. Later, consider learning Unity3D, ARKit, and ARCore, which require coding knowledge or familiarity with a blueprint system.

If you want to start AR development, You can get more exxample with Unity Engine using ARFoundation. It will have all example of Basic AR to get a good start.

Keep in mind that cross-platform tools are usually built on top of the foundational features of each Hardware/OS/Browser, and that are constantly changing, especially with the current/next generation of devices from Apple and Meta. So, general tools are good for reach, but if you want all functionalities and the latest updates, use those from your preferred platform. Also, don't assume old limits are always there :)
