This is usually the best way to go, but not always. Sometimes great ideas are driven from the technology. Zuckerberg didn't define the problem then work to solve it. He applied new technology to create something no one at the time realized they couldn't live without. Product definition procedures are great, but the unplanned creative solutions must also be encouraged and allowed to thrive.

I think it’s also important to follow the TRL (Technology Readiness Level) process when developing a new product to avoid wasting time and money on a half baked idea.

Portions of the idea that requires Research must be distinguished from ideas that only requires Development. That part requiring development is recognized by the fact that its development schedule can be predicted with a reasonably high level of confidence. The risk in the parts that can't be confidently predicted must be retired in a separate research project before the entire idea moves forward.
