The easiest way to ensure volunteers "get what they want" from the experience is to be very clear up front about what a volunteer position or shift entails. One of the best organizations I volunteered with was TreeFolks in Austin. For each event, they were very specific about time, working conditions, roles, and goals. I never showed up unsure of what was going to be expected.

I've seen a lot of fancy loyalty programs, but honestly what I always appreciated the most was a personalized, handwritten thank you note. I'd much rather have that than a trinket or gift card.

Fancy programs with points and rewards take a lot of administration and can take time and energy away from the organization's goals. I much prefer a low-key social event where I can spend time with fellow volunteers. After all, they're people with common values that I enjoy spending time with! Give me a token for a free beer and good conversation and I'm happy.

Many people who volunteer do so with specific organizations in mind because of the task at hand, rather than the perception of reward. For example, people who volunteer for tree-plantings typically are highly concerned with environmentalism. In my own experience, a simple system is to provide a locally-sourced, simplistic breakfast immediately prior to the volunteer event. This doubles as an effort to bring in volunteers, as well as provide a caloric gain that enables volunteers to put forth some of their best work.

As a volunteer voter registrar in Austin, there was public recognition of any volunteer who got 100 voters registered, and the volunteer who registered the most voters. This directly supported the goal (more voters!) and created a friendly competition among volunteers. EVERYONE wanted their name on that list!
