Ideally you would not wait until renewal time to have a clearer picture of contract performance benefits, etc. although it is easier said than done for most. What has worked for me is what I refer to as the WHAAT approach: 1) What has changed (business requirements, market industry, etc.) 2) How has it changed (understanding internal and external factors) 3) Assess (what does the vendor represent in your ecosystem) 4) Approach (how will you achieve your goals and requirements) 5) Timeline (where are you in the process and how much time do you have)

Negotiations really start at the RFP level and a key element is to use this phase to ensure adherence to your requirements and expectations (announce your colors sort of speak). I have found that investing in as much transparency as possible will pay large dividends later as part of your section process. P.S. avoiding large and heavy RFP processes whenever possible also helps.

It is imperative that there be provisions in the contract, prior to its execution, that facilitate and render very clear (or as clearly as or desired) what is expected from each party (obligations) in terms of governance and performance management throughout the term. You may want to specifically include pre-determined intervals ("placeholders") for contract reviews. Amendments are fine when they are few but it can quickly become very difficult to track a contract that has had several amendments (restating may be more appropriate at times).
