I'm not a huge fan of the terms "overqualified" or "underqualified." My biggest advice for you in writing ANY resume is to understand what the role entails and write your resume to highlight your past results (and show how you can succeed in your new role).

Our company take a different approach, sInce most background checks are outsourced overseas, there really isn't a pool of people with the experience to conduct background checks. To narrow down the prospective candidates, we find that the cover letter is the most important aspect. A one-size-fits-all jobs cover letter is thrown in the circular file along with a resume. The people that move forward in the process with us are those who stated in the cover letter that they have been to our website, find the background process process interesting, and would like an opportunity to discuss. The candidate's skills will be tested during initial recruiter interviews.

This can be best demonstrated through a cover letter. Since the resume gives a summary of your eagerness/readiness for a bigger role or your suitable qualifications for the role, expand on the bullet points and add example stories in the cover letter.

It's best to have your resume as a 1-pager with enough white space to give some breathing room for the reader. It also demonstrates you can do more with less words no matter your work experience. Another way to keep your resume short and relevant is to keep what you have done in the last 5years, anything beyond is too old and if still needed, can be mentioned in no more than 2 bullets by focusing only on the impact/achievement. If you have a gap in work history or lack enough experience, you can try a combination of functional/skill-based resume and traditional resume layouts.
