RD is not isolated from the rest of the organization so the metrics need to be aligned. Most RD projects are cross functional and all need to contribute to meet the targets. It is required thus either common targets for a whole project team or very specified metrics for RD part so that they are are fair, motivating and enhance the company overall targets.
