In my experience always take in to account that which component you have to inspect and what type of flaws you are expecting in that component.this should be the first step for choosing the right ndt method.

In my experience Ultrasonic Thickness Test / Check should be done on boiler tube. Check the any deformation with Dye Penetrant Test. Profile shoot for tube inside scaling and other defects.

Just like corrosion control. Knowing the substrate for paint application and knowing which paint to apply (paint selection) is very important. The same applies to NDT. So I consider the material to be inspected and I choose the right inspection method

Some methods are pre-determined by guidelines and relevant specific qualifications of personnel. It can be as easy as thickness checking boiler tubes to complex geometry weld configurations.
