My new and favorite app for data cleaning of GPS primary dataset is the ArcGIS for Excel. This allows for correction on the fly. Most of the time, coordinates are swapped between longitude and latitude and this is when you discover outliers due to wrong coordinates. I agree. With the above approach. Once GPS data is in suitable GIS Format the above methods can be used to help select the best site. However, depending on the type of data, network analyst and spatial analyst tools can also present great options to finding best site/route outputs that can further streamline/prove your best site options. Note the limitation of my answer considers ArcGIS and not open source or other paid softwares
