The same structures used to create evaluation tools must also be implemented in the design of professional development. Once you know what it is you want participants to walk away from your session or series with, you can build an effect PD ensuring that you hit each of the aspects that your tool addresses. This is planning with the end in mind, backwards mapping. You create your check and balance. However, since PD is only as strong as the facilitator and their audience’s engagement , the planning of PD is only the first hurdle.

Analyzing data must never be centralized. It must be viewed by multiple parties and questioned throughly. Even the best looking feedback can indicate a problem in the content of the development or a problem in the audience. PD audience can misguide the content creator by praising for the " get it done with, I wasn't even listening" notion. For that analyzing PD feedback data should be accompanied by a personality check. Data can play risky little games on us.
