Quantitative data gives identity to the work contributed. Qualitative data is objective/subjective and is based on the confidence and lessons learnt by an individual in a given task. eg., The ISRO Satellite launch failures are the stepping stones of ISRO's future success. I think the best way for managers to collect qualitative data is to ensure they get the information for both above and below the employee. Also, make sure that the sources are not biased one way or another. It is crucial to make sure that a complete picture is painted, and that picture needs to be unbiased. It means asking a lot of people who interact with the employees and not just asking one person and leading them down a path for feedback to get the information that the boss wants. I have seen this practice done, it does not help improve teams it makes teams more the same then different and the employees who are challenging or think can be depicted as the bad employees.

I think that you should always ask employees for their feedback. The challenge is painting a picture of why the employee should enter information in. Also, some organizations are switching to employee performance review management systems where employees, managers and others can usually add information so that come review time it is easy for the manager to go inside the review module and see the good, bad, and write a fair review. Instead of having personal opinions get involved or recent issues cloud the manager's view of the employee performance. It is important to make sure that the manager is as neutral as possible. Since the employee motivation also increases when managers notice all of the above and beyond work an employee does.

So the problem is that the research has shown the review process to be broken. Employees want frequent feedback so that they can show they improve and change. The challenge is that somehow we have tied performance increases to reviews and reviews are the only form of feedback that is usually given to an employee. It is really challenging for employees to change and remember what was going on when feedback can be almost a year old. So it is important to think about how to change the review so that the feedback is frequent. Also, since everything is automated, it should be easy to show number of errors based on the computer program and be able to provide actual numbers instead of simple examples.
