Local planning agency/authority are in most cases not co-opted in project phases as they are considered to be external influence on the project. It's important for a representative of the agency/authority to be part of the BIM stakeholders by default setting. BIM can be used to exceed client expectations when our practice standards, authorisations, professional indemnity and owner/client indemnity/insurance are considered primary and forms a default setting for the onboarding of project stakeholders on any of the BIM platforms otherwise BIM may not exceed the client expectations as expected because of external control on the project, this is common in Africa, particularly in Nigeria, BIM is still not being embraced due to so many factors.
