“No plan survives H-Hour” From my experience, it is better to develop robust procedures that don’t rely on knowing the particular emergency. More useful procedures should give team members the support, guidance and understanding of roles they need to be able to generate any response needed regardless of the emergency. Intent, resources and boundaries. In my workplace we have a dedicated team of emergency response coordinators and the focus of procedures for incidents that escalate should be to identify and shed those tasks which don’t particularly need to be done by the response coordinators. Workload that doesn’t directly impact the operational effects should be handled by a command/liaison element, thus increasing response capacity.

Your organization, just like anything else that exists, lives and breaths, depends on a system of "essential services", also referred to as "critical infrastructure". Start with how you can make your own organization more resilient (= less vulnerable to a disruption of essential services) and then share and implement the lessons you've learned with others.

Organizations need to consider operational and reputational risk, as well as internal and external threats. Today, a disgruntled employee can cause an active threat, a fraud incident by an employee can create a reputational or even operating nightmare (look at some recent municipal misappropriation of funds incidents across Canada where operating budgets were impacted.) The point is - look out to see what is happening to others and ask yourselves - could this happen to us? Chances are, it could. So how are you mitigating those risks and testing your plans? How effective are your policies? Employee training and awareness programs? All of this matters.

The world is inundated with emergency response plans that claim to meet an organizations risk profile. However, rarely are the highest and most complex incidents ever tested to examine and analyze organizational resilience. It is imperative that an organization not only understand the hazards and high-level risks they are exposed to, but also must have the capacity and capability to meet those high-level incidents head on and simply not give it “paper tiger” treatment.

I didn't see 'practice the plan' in the article list provided. That's a no-brainer and HSEEP industry standard. I'm a big fan of role-playing, but in the 9 years I've been in the industry, I've only participated in one training that was true role-playing, out of dozens of trainings. How can you be successful working with disaster survivors or STTL's if you don't practice? Practice the plan, many, many times, until your staff has it down pat, with minimal hesitation from one activity to the next. It doesnt need to be formal either! It can be improvisational! The end of a lunchbreak for a few minutes. We are always so formal with our exercises and trainings--we need to take advantage of the informal opps whenever possible.

I will first brief all my staff about the situation and importance of being prepared for handling any sort of emergency. Will go through the protocols on handling emergencies, thereafter will customize it to suit the requirements of my organization. I will detail personnel by their rank and profile and will arrange basic training for all of them. They will always be ready with all they have at their disposal to handle emergencies with the thumb rule that they have to be safe themselves first before saving others. I shall put them to different mock exercises to guage the degree of their preparedness and their performance in handling real situations.
