In every good monitoring system, DNS responses and delay are under strict surveillance. In case of problem the requests should be directed to another provider. Warning, a lot of ISP intercept requests to known provider like Google or cloudflare. You should redirect the DNS via another Internet Service Provider If you Can or to a relay you manage in the cloud.

One item I did not see anywhere else is formulation a plan in advance to inform your stakeholders. The people who rely on this service that would be denied, no matter for how short or long the outage is. You need a clear plan for notification to your membership, in some cases this may be as simple as a social media post or depending on the severity and the length of the outage, an email to all concerned.
