You may want to start by anonymously surveying employees to ask them to rate their level of agreement with statements like, "New innovative ideas are encouraged here," so you have a baseline to set improvement goals around innovation.

This is critically important for organizations. Often, organizations say they want their employees to be innovative but don’t have the proper infrastructure to enable innovation.
