Pascal was a great language to learn concepts of application programming. Then with Windows, came Visual Basic. C language is okay as a starter. These days, I would recommend Python as a starter due to AI technology. However it's not as a straightforward answer to the question of "what language is good to learn programming". Though I recommend Python, it's just one. If you are developing web applications, then Python is just one variable in an equation. The web front end would not be Python. React or vanilla HTML are the only choices. Learning React will require learning Javascript which opens up multiple other paths like Nodejs programming or server side like Expressjs or Koa.
