I would argue that getting to know who the learners are, what their needs are, and what their goals should be the first step. Until you know WHOM you're helping learn, all the objectives, activities, assessments, and learning will most likely not occur- at least not consistently.

Once again, this is true, but without knowing the audience and workers (who they are, where they come from, their cultures, beliefs, attitudes, etc.) it would take a much longer amount of time to get to the same endpoint.
