I don't think you should avoid pairing developers for tasks that require more speed. Two people working together on non-trivial tasks can solve a problem quickly than one. Also, not always the developers must have complementary skills. Sometimes you just want the problem to be solved. Finally, I don't agree with the idea of similar or related tasks. Or to be more precise, if two developers are going to pair, they have to be working on the very same task.

You need to define the scope and outcome of the task, the roles and responsibilities of each partner, the duration and frequency of the session, and the tools and methods you will use. I agree. I would emphasize the idea of switching based on the mood. My best experiences pairing where with timeframes, but with the freedom of switching anytime based on the mood. Another great way to switch roles is having one person building the tests and the other building the code, when working with TDD.
