The use of phrases such as "we believe" or "we have been told" will cast doubt on the validity of the project. It also helps to have the team define the problem, develop analysis plan and identifying metrics, and improvement plan. Make it their idea and have more than empowerment, but ownership. Top down rarely works and can miss what really happens on the front line.
