I would personally use a pen and paper to draw the rough plan first (since, I am a visual person, I like to structure it first in a 'free form') then digitise it in Google Sheets with dates and a priority score/rank. Ofcourse, you can only do that if you have enough time to do revisions that’s why it’s also of importance to finish your job before its due.
