I most commonly recommend Role Based Access control which is easy to manage both by finance and infrastructure teams. Create a role (normally a network group) that reflects a set role in the business e.g . "Credit administrator" define which areas such a role needs. Apply that role to only "Credit administrators". Changes to the roles are only approved by a team shared between Finance and IT. No atomic changes to users, no copying - no one gets 'I want the same rights as X. Reports to show who has the roles, allow you to maintain a documented level of security easily. Proving security is as important as setting it.

Access control in the cloud really boils down to which use-case you are dealing with. If it's infrastructure as a service (IaaS), you and cloud provider are looking at shared responsibilities model wherein everything with respect to access control in the context of your actual application running in the cloud is your responsibility. This means you will be responsible for implementing relevant role based access control (RBAC) mechanisms pertaining to who can access one or more application instances or components of the application. Additionally, such controls would also apply to the data stored, accessed and manipulated by these application. When it comes to such data, you also have to implement access control that helps with compliance.

When securing multi-cloud environments, remember that each cloud service provider has its own model for managing identities and privileges. Those models each have different roles and security controls, requiring a single solution to manage identities across all clouds.

Although rule based wasn’t mentioned above it is implied to be in tandem with role based ect. (those mentioned above )… time based access is considered rule based too and can be wrapped up in role based access control.
