To make tender documents more effective, several key considerations should be kept in mind. First and foremost, it is crucial to provide clear and concise instructions to potential bidders. It is important to ensure that all relevant information, such as technical drawings, permits, and legal requirements, is included in the tender documents.

The first main consideration is to understand the project objective and the client's demands. For instance, if you are involved in building a new bridge, you have to understand from the client 1) expected life span for the bridge, 2) expected average annual daily traffic, 3) Truck versus passenger cars usage, 4) design preferences, 5) desired maintenance strategy, etc. Another example could be a maintenance center, you will need to understand the key maintenance functions that will be undertaken in the center, proximity to offices and stores, key industrial equipment and spares sizes to design space accordingly, etc. Furthermore, client's experience on previous projects would be paramount to address any gaps from previous tender documents.

Will be essential to first determine the owner’s priorities for a project. Procurement and contract documents (P&C Docs) will need to be developed based on schedule, access to funding, innovative technology and systems involved in the project’s scope, owners’ risk posture, community and local business considerations, construction local marketplace capacity, and finally all industry lessons learned. P&C Docs must be adapted to the local marketplace and the supply chain to understand how familiar these players are with our selection. Every set of P&C Docs will have to be tailored to reflect the specifics of the project. We need to walk through our project very objectively and tailor the docs completely, considering all we said previously.

In my experience we should understand the contract and requirement very well and share it with the teams, subcontractors and have regular meeting internally to discuss these requirements which are client's need, expectations after that to have the external meeting with client to discuss our understanding and close the gaps if there are.

It is always recommended to avoid being prescriptive in the specifications; however, it is strongly not advisable to use unclear language or subjective wording (e.g. conduct sufficient testing to ensure the equipment fits the purpose). Those wording always result in claims from contractors on what is considered sufficient and how it fits the purpose. Clarify and conciseness are key to a smoother contract and commercial management throughout the project implementation. It also provides a fair ground for contractor to better estimate those costs while meeting the client expectations.

By far one of the biggest issues I see on projects I have worked on is the estimating (or lack thereof) being carried out by contractors. This problem seems to permeate across a multitude of project sizes from the small extension job, up to (I have seen) multi ￡m projects. These days with so many reasonably priced estimators available on the market, I find it hard to believe when estimating has either been carried out on the back of a fag pack (invariably on small jobs) or in the case of larger projects improper attention to the employers requirements and design specifications/ drawings etc. I appreciate that it can take time (cost) to go through the proper process but remember the implications of getting it wrong are far costlier.

Based on the availability of data and design development, the method/mix of methods could be selected.
