So, for example, if the company wants to broaden its customer base, the "IT Strategy" should include initiatives that help achieve that goal. Improving the resilience of the computing environment might help "handle" a broader customer base, which is fine, but it is backroom IT stuff (more capacity, better security...) But if the IT initiative is to enable customer to more easily do business with your company, there is more value attached to it. "IT Strategy" is part of Business Strategy.
