Data privacy is a very abstract, far off thing till it hits me hard. In my experience, when we can bring emotion and experience it becomes engaging.1) one can consider bringing in real life case studies of data breach at individual level and a deep dive in it which brings out multi layered consequences of data breach not just immediately but over a period of time as well 2) design a game where participants are victims of data breach and then in the debrief make the participants write down ( as writing is directly connected with brain) emotions they went through, how it damaged them financially, socially professionally, 3) share with the group a positive story of someone who saved a big loss from happening through data provacy.

You also have to think about the right method to deliver training. Most adult learners cannot handle a full day of theoretical training. Even if you have 2 hours of content, maybe you could split it up, which helps give people a breather. It also helps people think about what they learned, put it into practice, and come back to a future session with some questions based on their experiences.
