Communication is the hub around which the wheel of project management turns. Scope, cost, time and quality cannot be effectively managed without well established communication pathways. Being transparent with both good and bad news, having ownership as opposed to passing the buck, and offering BLUF (bottom line up front) requirements with backup information if required are ways I have experienced which helped stakeholders make informed decisions concerning previous projects.

Radio silence and unresponsiveness from stakeholders tend to be overlooked when reviewing data points for communication and program management effectiveness. Lack of communication, as evidenced by no email/text replies, short (and maybe even curt?) verbal responses, and/or late/untimely follow-through all offer data; it is a program manager's job to synthesize and reflect upon all other data points to identify root causes of such unresponsiveness. Sometimes stakeholders are satisfied and fully trust the PgM and the team to work independently. Othertimes, distrust has pushed stakeholders away, hence the disengagement. Bottom line: Silence is data too and can reveal a lot about a program's communication effectiveness.
