When on AWS, use AWS Organizations in combination with AWS IAM Identity Center. This will give you one centralized place to create user accounts, user groups and assign permissions using identity federation. Use Permission Boundaries together with Service Control Policies (SCPs) to ensure only specific groups or individuals can have elevated permissions (i.e. to create new users). Lastly, Identity Center also integrates with other identity stores. So for example, you can use Active Directory or Google as your singles source of truth.
