I like to capture the requirements from the business point of view as well as the IT requirements in a quality functional deployment t document (QFD). Each requirement receives an importance rating of 1, 3 or 9. Then rate how each software selection fits each requirements with a 1, 3, 9 score. The sum of the product of the weight * the fit is the final score. The largest score is the best solution.
