We mostly begin with identifying the critical risks associated with the project or partnership, like market fluctuations, resource constraints or external dependencies. Then, assess the likelihood and impact of each risk to quantify potential consequences. In my experience, the identified risks may have quite an impact on the pricing part of the proposal. Sometimes it is difficult to calculate the exact impact, as typically all facts are not yet known in the proposal phase. In this case I have used assumptions for the unknowns, rather than leaving blanks. If assumptions are used, they need to be very clearly communicated to the client. Quite often the client is able to quickly correct some of the assumptions and give real data to work on.

The sections mentioned are all good, but I would added one thing to consider: - organize or involve a QA at the same or in a higher position than the management - give the QA the responsibility to follow up the risk management prossess in all parts. We sucsessfully did this in some of our proposals.
