this is a super tricky one. 3 things based on my experience: 1- keep the net wide at first, get in touch with people, be genuine, kind and informal- see who are your allies, your supporters, and who aren't 2- once you figure who are the target audience, then double down on them. you can't have meaningful engagements with 80 people, make it 40 then 20. deepen the relationship 3- revisit results and ask yourself: am I doing the right thing every month or so. is this the outcome I want, if not how can I get better at it?
